PLANT SHUTDOWN GREATER THAN 72 HOURS DUE TO STEAM GENERATOR TUBE LEAKAGE On Se,ntember 18,1998, at about 10:05 a.m. (PDT), control room operators observed an alarm on one channel of the main condenser steam jet air ejector radiation monitoring equipment, which indicated that the activity of the condenser exhaust had increased by about two decades above what had been read previously. The other channel had not alarmed yet. The alarm setpoints were set to alarm when steam generator leakage was about 30 gallons per day (gpd). The senior resident inspector responded to the control room to monitor and assess the situation. At about 10:47 a.m. the licensee conservatively determined that the leakage from Steam Generator E088 was about 400 gpd and initiated a power rampdown at 10:34 a.m. Unit 2 was tripped from 35 percent power at about 11:16 a.m. The licensee estimated the leak rate after shutdown to be about 80 to 90 gpd.

The licensee plans to cooldown the plant and conduct the necessary inspections to find and repair the leak.

There has been some media interest in the plant shutdown. The licensee is issuing a press release.

The state of Califomia has been notified. OEDO, NRR and OPA have been notified.

Region IV received notification of this occurrence from the resident inspectors on

September 18.
