ENCLOSURE 1 NOTICE OF VIOLATION Southern California Edison Co. Docket Nos.: 50-361 50-362 San Onofre Nuclear Generating Station License Nos.: NPF-10 NPF-15 During an NRC inspection conducted on December 7-11,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

License Condition 2.E of the San Onofre Nuclear Generating Station Operating Licenses dated August 25,1988, requires, in part, that the licensee fully implement and maintain in effect all provisions of the Commission-approved physical security plan. This includes amendments and changes made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

Appendix B, paragraph lilA, to 10 CFR Part 73, requires that guards, response personnel and armed escons requiring weapons training to perform their assigned duties to be trained in accordance with the NRC approved training and qualifications plan.

Paragraph 1.1 of the training and qualification plan requires that all security officers will be qualified on Tasks 3 - 20 of the training and qualification plan. Task 12 of the training and qualification plan requires qualification with the 9 milimeter rifle.

Contrary to the above, the inspector identified that approximately 70 percent of the security officers had not been trained or qualified with the 9 milimeter rifle prior to being allowed to perform on-shift security duties with that rifle.

This is a Severity Level IV violation (Supplement Ill) (50-361/9821-01; 50-362/9821-01).

The NRC has concluded that information regarding the reason for the violation, the corrective acticns taken and planned to correct the violation and prevent recurrence and the date when full compliance will be achieved is already adequately addressed on the docket in the attached report. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).

If you contest this cnforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
