PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-V-86-73 Date: 10/23/86 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by Region V staff on this date.

NUCLEAR WORKER CLAIMING TO HAVE EVADED SECUltITY CHECKS A Mr. Gary Lee McChain, who is currently in custody by the FBI in the State of Idaho on pirole violation charges from the State of Colorado, has issued claims that he evaded srcurity background checks for six years and worked at various nuclear power projects including San Onofre, Diablo Canyon, Nine Mile Point, WNP-3/5 and Midland. Mr. McChain indicates he worked for a period of time as a welding inspector, had access to security controlled areas including an operating reactor control room, and is knowledgeable of falsified weld records.

Rrgion V, along with the Region V OI Field Office, is coordinating with the FBI, OIE, NMSS end Regions 1, 3 and 4 regarding the above. Current plans involve sending an NRC team to Colorado to interview Mr. McChain and identify any health and safety issues that need to be followed up on by the NRC. The timing of his interview will be coordinated with the FBI, McChain's attorney, and the Colorado Department of Correctness.

The NRC team will consist of Mr. Phil Joukoff (OI Investigator, Region V), Mr. Ron Lloyd (OIE Welding and NDE Expertise) and Mr. John Davidson (NMSS Security-Access Clearance Expertise). NMSS and OIE will maintain lead responsibility with regard to follow-up on any id:ntified safety issues in their respective areas after proper coordination with 01 and the FBI.

The issue is currently receiving news media interest in the western states. The Headquarter's Public Affairs Office is aware of this issue. OI has initiated an investigation of this matter.
