NUCLEAR SAFETY CONCERN RE: CARD PLAYING IN THE SECURITY CENTRAL ALARM STATION 1

On December 8, 1987, at 3:15 PM (PST), the Site Manager at San Onofre Nuclear Generating Statior reported that they are investigating an anonymous Nuclear Safety Concern. The ensuing investigation, being conducted by Corporate Security, has so far implicated nine security officers and two supervisors for either playing cards while on duty in the Central Alarm Station or having knowledge of it.

The licensee does not believe that the activity caused any degradation in the security system. The licensee issued a news release on the evening of December 8, 1987. Media coverage to date includes the December 9,1987 morning issue of the San Diego Tribune i and radio news coverage as far north as the San Francisco Bay area and appears to be based upon information provided by the licensee.

Unit 1 is at 92 % power, Unit 2 is at 0 % power but expected to achieve criticality tcday, and Unit 3 is at 100 % power. <

Region V received notification via the ENS system from the licensee at approximately 3:15 PM (PST) on December 8, 1987 following the licensee's determination that the incident was reportable under the cro^ ions of 10 CFR 50.72.
