During an NRC inspection conducted on November 9 through December 18,1998, one  ;

violation of NRC requirements was identified. In accordance with the " General Statement of - l Policy and Procedure for NRC Enforcement Actions," NUREG-1600, Revision 1, the violation is ,

listed below:

l Technical Specification 5.5.1.1.a requires that written procedures be established, i implemented, and maintained covering the applicable procedures recommended in ,

Regulatory Guide 1.33, Revision 2, Appendix A, February 1978. Regulatory Guide 1.33,  !

l Apper' dix A, recommends procedures for operation of safety-related systems.

l Procedure SO23-1-1.3, " Emergency Chilled Water Operation," Temporary Change Notice 0-2 Step 6.1.10.3, states " Compressor Oil Level . . . Out of sight high in upper ,

sight glass . . . Manually operate the tube oil pump for approximately 15 seconds to j separate the Freon from oil, then recheck oil level . . . ."  ;

1 Contrary to the above, on September 7,1998, Procedure SO23-1-1.3 was not implemented by operators, in that, when Chiller E335 compressor oil level was out of )

sight high in the upper sight glass, the Chiller E335 lube oil pump was operated for I 15 seconds and then for 3-4 minutes; therefore, the total Chiller E335 lube oil pump operating time exceeded approximately 15 seconds.

This is a Severity Level IV violation (Supplement l} (50-361; 362/98018-04).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in the attached NRC inspe:: tion report,50-361; 362/98-18. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a

  • Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region 4, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter l transmitting this Notice of Violation (Notice).
