PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-86-07A Date: Dec. 5, 1986 Thio preliminary notification constitutes EARLY notice of events of POSSIBLE national escurity or public interest significance. The information presented is as. initially rzesived without verification or evaluation and is basically all that is known by tha Region V staff on this date.

UNAUTNORIZED MANIPULATION OF PLANT COMPONDITS (UPDATE)

' Investigation by Corporate Security personnel has been expanded to approximately 62 individuals. Extensive questioning, personnel records evaluation, review of access record i~ Icg3 and second party (witness) statements have been completed for all persons known to

. havs been in the tampering areas of Units 1 and 3. All interviews included questions cpecifically related to the possibility of a tailgater entering and exiting behind the cuthori::ed worker. No suspects have been identified by the licensee.

Co;ponent and system verification inspections were performed by the licensee. The initial inspections were completed on December 3, and the more detailed inspections were completed en December 4. A number of plant components (including diesel generators, auxiliary feedwater i

pumps, and emergency core cooling systems) were also tested on December 3 to verify operability.

Crn23derable indepth inspection was also performed by NRC resident inspectors. No indications cf sdditional tampering were identified.

- Two FBI agents visited the site and examined the tampering areas during the afternoon of 2

Dectaber 3rd. Currently the FBI is not at the site and is evaluating its authority to further investigate the incident pursuant to 18 USC 22.84.b (Atomic Energy Act).

The Region V Security Supervisor has been onsite monitoring the licensee's actions. A Region V Security Inspector has met with FBI officials in San Dieg

-Tha licensee f a reviewing the 62 employees for return to protected or vital areas to determine which access badges will remain invalidated. Region V has concurred with the

,11ccusee's proposal to use a system of 3 priority levels which g7 .sps employees according to witness or record verification of location and activity during the tampering periods; varifies proper employment screening; and need for work related to ongoing plant operation cud maintenance. The first priority group (approximately 12 SCE employees) are expected to have their access restored today (December 5th). Some employees will receive an updated background investigation before unescorted access will be allowed, if no corroborating data is available on their whereabouts or ' activity during the tamperin8 Periods. While updated

-brckground checks are being completed, these individuals (numbering about 12) must be escorted when in protected or vital areas.

The remainder of the 62 individuals are in a third priority for return of original sccess authorization. The criteria for this priority have not been released to Region V and the licensee has indicated no urgen'cy for returning these personnel to their original i

access level.
