Subj;ct: STATE ANN 0UNCES EMERGENCY PLAN RECOMMENDATIONS A thr:e-member team assigned by Ohio Governor Richard F. Celeste last August to evaluate off-site emergency planning at the Davis-Besse and Perry Nuclear Plants has recommended that both plants be linited to 5 percent power until emergency " planning deficiencies are corrected."

The report, submitted to the Governor on January 7, 1987, concludes that the current emerg;ncy response plan "is inadequate to protect the public and that the premise for planning may be based on unduly optimistic assumptions about the likelihood and consequences cf nuclear accidents."

The Governor scheduled a press conference from 12:45 to 1:15 p.m. (CST), today, to announce the task force's recomendations.

Th:se recomendations include: improving provisions for identifying and evacuating the handicapped, sick and elderly; establishing a radiation monitoring system to provide the state with independent information on radiation releases; creating a direct computer link between the state and plant control rooms; agreeing to permit the state to conduct an independent test of warning sirens. The panel indicates that the utilities should bear the cost of improvements to the plan.

Other team recomendations include: The NRC should develop criteria for emergency planning zones based on site-specific factors; a national blue-ribbon comission should investigate the potential for sudden and large releases of radiation; the rights of states should be expanded in the nuclear plant licensing process.

.ThQ team believes the state should continue to oppose full power operations at the plants until the site-specific recommendations are completed. "Should the utility owners not agree and fail to remedy the plan's deficiencies prior to full power operation, the state should oppose full power operation through litigation, administrative action, and by working with other state, local and federal officials to establish more appropriate nuclear energy policies," the team said.
