February 12, 1987 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-87-11 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

SUBJECT:

PREPARATIONS FOR RESTART Virginia Electric and Power Company (VEPC0) is beginning heat-up of Surry Unit 1 today in preparation for returning the unit to service this weekend. Restart of Unit 2 is scheduled two to three weeks later.

Unit 2 has been shut down since December 9,1986, when a feedwater suction line ruptured, injuring eight persons, four of them fatally. Virginia Power shut down Unit I the following day for inspection and appropriate repairs.

Region II has accepted the licensee's restart plan, which outlines a conservative program for replacement of some piping components, as well as for continuing inspection and pre-ventive maintenance. The licensee was informed of this acceptance in the Augmented Inspection Team (AIT) report on the Surry feedwater line break, which was issued on February 10.

The two NRC resident inspectors on site are monitoring start-up activities.

Both NRC and Virginia Power issued press releases yesterday on the AIT report, and both have responded to extensi.c nedia inquiries.

The Commonwealth of Virginia has ceen informed.
