This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region I staff in King of Prussia, Pennsylvania on this date.

Subject:

SALEM UNIT 2 - PLANT SHUTDOWN GREATER THAN 72 HOURS PSE and G commenced a shutdown of Salem Unit 2 at 9:06 p.m., November 30, 1998, to repair the 21 reactor coolant pump (RCP) seal. Plant operators l have been monitoring the 21 RCP seal leakoff since November 21, 1998, when it began to increase from a normal level of 3.0 gallons per minute (GPM) to its current level of 4.5 to 5.3 GPM. After the increase, the 1 vendor was consulted and recommended verifying that the indicated seal  !

' leakoff flow was accurate. PSE and G confirmed the indication through )

ultrasonic flow measurement. I Current plant procedures require a plant shutdown before seal leakoff i

. exceeded 6.0 GPM. Based on the troubleshooting results to date, PSE and I l G management decided to shutdown Salem Unit 2 to repair the RCP seal.

l They will also be performing various maintenance and surveillance

activities.

The resident inspectors observed portions of the plant shut down and plan I to observe continuing maintenance activities on the RCP seal. The facts of this PN were verified with the Assistant Operations Manager.

Region I Public Affairs is prepared to respond to media inquires.

The States of New Jersey and Delaware have been notified.
