SHUTDOWN.IN EXCESS OF 48' HOURS

-Breaker coordination concerns were previously ' identified during an NRC Appen' dix R inspection in September 1987. Specific problems on the Unit.2 emergency diesel generator 4 Kv switchgear were identified and corrected on October 22 (see 10/23 morning report). At approximately 4:00 p.m. on October 23,.1987, the licensee identified to NRC Region I

' management that additional uncertainties existed in the onsite electrical distribution

system design,. such that a: potential for breaker coordination problems existed.

The licensee was unable.to document a comprehensive justification for continued operation-I and commenced a' shutdown-of Unit 2 at 4:00 p.m. on October 23. The unit was removed from service at 4:41 a.m. on October 24, 1987, and is currently in cold shutdown. 'The licensee has committed to provide to NRC-an analysis of the onsite electrical distribution system >

including proper electrical breaker coordination prior to restart of the unit.

~ 0uring' the shutdown the licensee plans to also make repairs to the No. 24 steam generator, which had a 50Lgallon/ day primary to secondary leak prior to the_ plant shutdown.

The resident inspector is onsite monitoring the licensee's actions. g The States of New Jersey and Delaware have been notified. '$ g
