December 22, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-76-68 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility: Public Service Electric and Gas Company Salem Nuclear Generating Station, Unit 1 (DN 50-272)

STRIKE BY SECURITY FORCE

The security force, supplied under contract, by Y.O.H. Security Incorporated, i Philadelphia, Pennsylvania, had threatened to conduct a strike at 2:00 p.m.,

December 21, 1976. The strike action was precipitated because of dissatis-faction with the progress of contract negotiations. The strike materialized j at approximately 3:30 p.m. The licensee has implemented a prearranged i

contingency plan. The plan provides for weapons qualified, part-time non-unionized guards supplied by Y.0.H. In addition, three security force supervisors are providing supervision, one on each shift.

The licensee has notified the local law enforcement.agqncies who agreed to respond with assistance, if requested. i A secondary concern expressed by the licensee is the possible honoring of a picket line by operations per'sonnel. This has not as yet occurred.

Region I inspectors have been dispatched to the site to review the licensee's actions.

Media interest is expected because of current news interest in the entire nuclear industry. The State of New Jersey has been and will be kept informed.

A press release is of concern as a special problem because the information describing the decrease in security is 2.790 Information.

occurrence by telephone from the licensee at 1:30 p.m., and was updated at 3:30 p.m., on December 21, 1976.
