Subject:

Breaker Malfunction During Generator Trip Test

. When the planned generator trip test from 100 percent power was initiated ,

by manually opening the two generator output breakers, flashover occurred '

in one or both breakers. This flashover resulted in relay protective  ;

actions which caused a turbine and reactor trip, a loss of one offsite '

power line, a loss of two 4160V non-vital plant bases and tiripping of two reactor coolant pumps (RCP's). The other two RCP's remained in operation. The reactor was placed in the hot standby condition.

REtor to returning the plant to pcaer operation, a thorough investigation of the breaker malfunction will be made and a safety evaluation completed.

Any corrective action required will be taken prior to power operation.

Gil Media interest is expected.because of close attention given to operating i problems at Salem Huclear Power Station. The State of New Jersay has l been informed. A press release is not planned.

NRC, Region I, (Philadelphia) received notification of this occurrence

. by telephone from an NRC inspector who was onsite to witness the test at 12:15 p.m. June 26, 1977.
