February 24, 1977 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-77-32 This preliminary notification constitutes FARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: Salem Unit 1 (DN 50-272)

Subject:

MINOR RADIOACTIVE SPILL A minor radioactive spill occurred at about 4:30 a.m. on February 24, 1977, when a valve line-up error in the Unit 1 Waste Holdup System resulted in floor drain backup. An uncapped drain on Elevation 84 near the fence line boundary dividing the Unit 1/2 Auxiliary Building over-flowed.

Approximately 10 gallons of water ran across the floor and entered an open drain in the Unit 2 side, spilling to the floor at elevation 64 below.

A roving watch tound the leak and personnel were dispatched to correct the valve lineup. When correcting the valve lineup, a full Holdup Tank was inadvertently placed in service and approximately 2600 gallons of water overflowed the tank into the most on the Unit 1 side before the error was discovered and another tank placed in service.

Affected areas were restricted to Unit 1/2 site and no personnel were contaminated.

Surface contamination levels were reported to be less 2

than 500 dpm/100 cm. No airborne activity was detected. Cleanup is in m"

progress.

NRC, Region I, (Philadelphia) received notification of this occurrence
