April 13,1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-17 This preliminary notification constitutes EARLY notice of events of POSSIBLE _

national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility: Oyster Creek Nuclear Generating Station, Unit No. 1 Forked River Nuclear Generating Station, Unit No. 1 Jersey Central Power Light Co.

Subject:

BOMB THREAT At approximately 7:55 a.m. a member of the security organization received a telephone call from an unidentified person, who stated, "There is a bomb in the construction site." There is a rad waste building under construction on the Oyster Creek site and adjacent to this is the Forked River Nuclear Generating Station under construction. It was determined that the call did not go through the switchboard, therefore, the call had to have originated from a telephone on either the Oyster Creek or Forked River sites. Both construction areas were evacuated and searched. The search o/

failed to uncover any suspicious objects and construction personnel returned to work at approximately 10:55 a.m. , April 13, 1978.

Media interest is expected because of local interest in both these nuclear generating stations. The State of New Jersey and the FBI have been informed. A press release is not planned by the licensee or NRC.

The IAT has been notified. E ~

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone call from the licensee at 11:00 a.m. on April 13, 1978.
