January 26, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-15 l This preliminary notification constitutes EARLY notice 'of an event of POSSI3LE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date. Facility: Public Service Electric and Gas Company Salem Nuclear Generating Station, Unit 1 Salem, New Jersey (DN 50-272)

UNPLANNED FACILITY SHUTDOWN The unit tripped from 100 percent power at 9:00 a.m. on January 23, 1978, due to a control problem in the Electrohydraulic System. The Electro-hydraulic System is used to control power output from the generator. The cause of the problem is under investigation. It is expected to be resolved and the unit returned to service either late January 26 i or early January 27. During the outage the unit was cooled down to repair steam leaks in two N steam generator manway covers. During the cooldown at 400 degrees F an g inadvertent safety injection occurr,ed due to differential pressure in j (.. two steam lines. This is also being investigated. 7 Media interest is expected because of close attention given to operating problems at this facility. The State of New Jersey has been informed. A press release was made by the licensee on January 24, 1978. 6 NRC, Region I, (Philadelphia) received notification of this occurrence by telephone at 9:00 a.m., January 26, 1978, from a Region I Inspector who arrived at the facility this morning.
