Hackney (NRC) and A. C. Morgan (NPPD) it was determined that Nebraska Public Power District had not received the reference letter at the General Office or at Cooper Nuclear Stetion. The letter was then telecopied to the General Office and a duplicate asnt by regular mail. The duplicate letter was received at the General Office on May 5, 1986 and so noted. B2 sed on this series of events, it is our understanding that the official 30 day response period begins on May 5, 1986. Remedial Actions - Brickyard Hill - Cooper In our memo of February 10, 1986, regarding the above referenced subject, va set forth the actions necessary to rectify the Exercise Deficiency. Jun2 15, 1986 is the final date by which a remedial drill must be held. It should be noted that the memo stated that the licensee must submit an amended design report covering the A&N for Brickyard Hill, and that State and local plans must be based on the findings of that report. These plans must then be Jun2 15, 1986. successfully tested by means of a remedial exercise prior to Va tre concerned that, with less than 33 days remaining, we have not received th2 amendment to the design report. Also, there has been some discussion by your staff regarding an " exception" for this situation. As we have stated in the past, the exception provision in NUREG-065h, Appendix 3, B.2. , refers to the allavance of h5 instead of 15 minutes to alert persons in remote areas between the five and 10 mile rings of the plume EPZ. It does not except any geographical area from the pitnning standard governing alert and notification. This additional time ! provided by the " exception" could be utilized for siternative means of alerting, such as route alerting, by All Terrain Vehicles (ATVs) on the field access trails in the wildlife area. (This is the .ethod used at Indian Cc.va State Park in Nebraska.) You should be advised that no remedial exercise vill be conducted until the design report is submitted, and the appropriate portions of State 'and y local plans are amended to reflect the assu..ptions and findings of said rtport which must fully comply with FEMA REP-10. l 7, ' This Region has expended every effort to work with the State on this catter;

Ross, Director Missouri State Emergency Manageme                  ncy SUBJ: Notification in Brick Yard Hill This letter will give a step by step description as to hcw noti-fication will be acconplished in Brick Yard Hill Wildlife Area.
1. Initial notification will go from the utility to the State Emergency Management Agency (SDiA) or to Atchison County.
2. SEMA will then notify the Conservation Department who will in turn notify the Atchison County Conservation Agent.
a. In the event the Conservation Agent is unavailable for notification, the Atchison County Sheriff's De-partment will do the notification. (See LOA in latest proposed Cooper plan changes)

I b. The Holt County Conservation Agent will be called in to man the Forward Conmand Post as the Conservation Department representative.

3. The Conservation Agent, or his backup, will run the siren route as noted on Attachment 1, with his siren on a steady blast as he traverses the wildlife area. /
4. Inmediately af ter notification is given to the Conservation /f*

[ Department, SDiA will notify Cox Spraying Service of Tarkio,  % Missouri to nake an aerial notification and reconnaisance of the wildlife area. (See LOA at attachment 2) i

5. Radio ccmnunications between the Conservation Agent, the Atchison County Sheriff and the aerial notification plane will be acconplished over the Atchison County Sheriff's frequency.

     ,                is well aware that this may not be adequate coverage,        -

but the siren route passes parking areas and access routes into the area. If there are cars parked in any

of these areas, the mobile siren route alerting vehicle can direct the aircraft to that area for aerial notifi-cation and recon.

7. Signs will be made (See latest proposed size and wording of signs for Brick Yard Hill Wildlife Area) and placed in all parking areas (5) and at all access and egress routes (3).
a. Signs will be of standard site and construction to meet Missouri Conservation Department standards.
b. The Conservation Department has agreed to maintain these signs.
8. The Atchison County Sheriff's Department will notify Rock Port or West Atchison County Fire Departments to activate emergency worker teams to direct people out of this area.
a. Dnergency workers will have radio connunications.
b. These teams will also be able to answer questions asked by transients, and direct them to Reception and Care facilities.

This notification process can be acconplished within 45 minutes. In the event there is someone locatedin the most retrote portion of the wildlife area, the State of Missouri would like to request , an exenption under NuREG ')654, FDfA REP-1 App 3 for the time period

from notification up to two (2) ho2rs.

Your Memo on Notification at Brickyard Hill W have received your memo of May 12 (received 5-19-86) regarding

  " notification" procedures for Brickyard Hill. Your use of the term
  " notification" is not accurately applied here, since the issue is one of " alert" methodology.

In any case, the concern we expressed in our memo of May 1h, 1986 sti n cxists in that the administrative and mechanical procedures you describe tre not yet supported by a design report. FEMA REP-10 clearly sets forth all the requirements for a design report prescribing the use of mobile sirens (Sec. E.6.2.2, page E-10) and aircraft (Sec. E.6.2.4.3., page E-18). Assuming that: (1) a report vill be forthcoming; and (2) it vill support the methodologies you propose, the appropriate submission vould be a copy of proposed state and local plan . changes that account for all aspects of the above referenced procedures. NIcessary letters of agreement should be included as a part of said plan. The letter of agreement you included in your May 12, 1986 memo I would not suffice as it stands, failing as it does to deal with all , rcquired issues (see FEMA REP-10, Sec. Ross, Director Missouri State Emergency Managenent Agency SUBJ: Addendun to the Basic Design Report and Proposed Changes Attached is the addendun to the basic design report and proposed changes to the State and County plans as they pertain to Alert , and Notification in Brick Yard Hill and Conservation Public Access points along the Missouri River. The mobile sirens to be used in the aircraft are not in place right now. By the time the remedial exercise is held the sirens and PA systems will be in place.
