SUMMARY

OF EVENTS l

Pre-Access:

One outage contractor tested positive for both cocaine and marijuana. l Three additional contractors tested positive for cocaine. l One outage contractor tested positive for alcohol.

One engineering contractor tested positive for alcohol.

One applicant / pre-access screen tested positive for alcohol. The results were  ;

above the legal driving limit for alcohol. The applicant, who had driven to the j site for his interview, was provided transportation back to his hotel following the I completion of testing. The interview was never conducted.  ;

One District employee, who was applying for unescorted access authorization l in support of the 1998 refueling outage, tested positive for alcohol. I For-Cause:

One outage contractor was screened for-cause and tested positive for alcohol. l The positive test occurred on his second day of in-processing. He had I submitted to pre-access testing the previous day and tested negative. i

SUMMARY

OF MANAGEMENT ACTIONS Cooper Nuclear Station learned through a review of industry events that a Region IV l violation occurred when a Fitness for Duty Technician recorded drug screen results as l negative prior to the Medical Review Officer's review. Subsequently, the utility badged two individuals whose pre-access results were later reported as positive. In response i to this industry issue, CNS modified the badging process to preclude this from  !

happening at CNS. For the past three years, CNS maintained a " team" approach to badging where two Access Authorization Technicians working together verified that the i elements for unescorted access authorization were met, using a report prepared and provided by a Fitness For Duty Technician. As a result of the subject industry event, it was determined that the Access Authorization Technicians would only accept a report prepared and provided by the Medical Review Officer. Due to this change in policy, the licensee was able to circumvent an instance similar to the one identified by the industry event.

RANDOM TESTING RATE The random testing rate for this period was 27.6 percent.
