Gentlemen:

Review the most recently submitted Inservice Testing (IST)' Pro 6 ram j and implementing procedures against-the positions delineated in 1 Attachment 1 of Ceneric Letter (GL)- 89-04,

2. Confirm in writing their conformance with the stat l3d positions of a the GL, Reference 2 transmitted the District's confirmatory letter in response to NRC GL 89 04. The District's confirmatory letter stated,-'"A revised-IST Program l Plan is under development and, pending review and approval, it will-be:

submitted.to the NRC no later than May 1990.". The Districtohas, completed development of a revised IST Program Plan. A copy of the newly revised IST Program Plan (Revision 6) is enclosed for your review.

Additional reviews of the existing IST Program Plan identified the need-for-further changes to the program. These changes included minor revision.of existing relief requests, new relief requests, deletion'of some valve testing and reduction in testing frequency of certain other valves, addition of pumps and valves, program format changes, and other miscellaneous changes. A summary listing-of these changes is contained in Attachment 1 of this letter.

The new relief requests not related to CL 89-04 positions require NRC approval. Attachment 2 contains a list of these relief requestst and the date by which approval is needed.
