-NRC Docket No. 50-298, DPR-46 The purpose of this letter is to inform you that Nebraska Public Power District (NPPD) is now in compliance with the requirements of 10 C.F.R.550.54(w)(1) which requires that licensees of nuclear power reactors. maintain 'a' minimum property insurance coverage for operating '

nuclear power. plants in the sum of $1.06 billion.-

Effective January 1.

1990,' American Nuclear Insurers (ANI) and Mutual Atomic Energy Liability Underwriters (MAELU) made available an additional

$160 million - of nuclear property insurance and NPPD purchased this-additional ~ property-insurance effective January 1, 1990.

.The following list provides the required 'information detailing the property insurance coverage ccrried by NPPD for Cooper Nuclear. Station at Brownville, Nebraska.

.In a letter dated October 2,1987, NPPD, by its attorney, requested a L

schedular'

' exemption from the full requirements of L

10 C.F.R.550.54(w)(1) until a satisfactory final order from a State or ll Federal Court had been obtained and NPPD was able to obtain the l

necessary additional insurance policies from Nuclear Electric Insurance Limited (NEIL).

The schedular exemption was issued from December 5, 1987, through December 4, 1988, 52 Fed. Reg. 46543, and subsequently extended for a period of 18 months from December 5, 1988, 53 Fed. Reg. 49947.

NPPD has always maintained the maximum amount of property insurance available through ANI/MAELU but prior to January 1, 1990, the amount of.. insurance available through ANI/MAELU was less than the required i

minimum of $1.06 billion.

The only source of additional insurance e

available to comply with the-Commission's. property insurance regulat. ions was - NEIL.

Now the additional.ANI/MAELU insurance is

available and NPPD has elected to obtain the coverage and come into

' full compliance with the regulation.

.As in the past, we will continue to comply with the property insurance reporting requirement of 10 C.F.R.550.54(w)(2).
