[ 1. 0 INTRODUCTION This addendum was prepared to assist the Federal Emergency Management Agency (FEMA) in evaluating the " Alert and Notification System" require-ments of 44 CFR .150. This report is part of an ongoing process by which FEMA evaluates and approves both state' and local emergency plans and preparations to deal with a radiological emergency at Nebraska Public Power District's Cooper Nuclear Station (CNS).

There are sixteen planning standards identified in 44 CFR 350.5 which are to be used in evaluating, assessing,' reviewing, and approving state emergency plans. Of these sixteen planning standards, three apply to alert and notification:

Section E, Notification Methods and Procedures Section F, Emergency Communications, and ,

Section N, Exercises and Drills.

Currently, the Nebraska Radiological Emergency Response Plan (NE RERP) and the Missouri Nuclear Accident P'lan (M0 NAP) for the CNS have received Conditional 44 CFR 350 Approval. This report represents a com-prehensive addendum to the previously approved, sections of the NE RERP i

and M0 NAP. It is anticipated that once the information presented in this report has been reviewed and approved by FEMA, all the Planning Standards from NUREG-0654/ FEMA-REP 1, Rev. I will have been satisfactor-ily addressed; and, therefore, Final 350 Approval will be issued.

This report has been structured to provide all of the necessary and pertinent information related to the three primary planning standards (E, F, and N) for alert and notification systen,s requested by FEMA in the " Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants," FEMA-43, dated September, 1983. In addition, this addendum report utilizes the " Recommended Format for Submittals Describing Alert and Notification Systems," FEMA-43, Appendix 1.

The CNS Prompt Alert and Notification System uses a combination of fixed ,

sirens and tone activated radios for alert and notification of personnel in the CNS 10-mile EPZ. Special alerting of state parks and wild life l

areas is achieved through mobile sirens and P. A. systems.

It should be noted that one section in FEMA-43 is not applicable to this submittal. Section E.6.2.2 (Mobile Siren Vehicles) is not addressed since this notification method is not utilized as a primary means of notification in the Prompt Alert and Notification System (PANS) for the CNS.

It should be noted that the use of Mobile Siren Vehicles ~(as described -

in FEMA-43,. Section E.G.2.2) has not been employed as a primary element ~

of the CNS Prompt Alert and Notification System. Therefore, this section of FEMA-43 is not applicable for this submittal.

2.6 Tone Activated' Radios (FEMA-43 Ref. E.6.2.3) .

2.6.1 Tone Activated Radio Coverage All areas of the EPZ except those populated areas covered by sirens are ,

alerted by tone activated radios. The map presented -in Appendix C shows l those areas of the Cooper Nuclear Station EPZ where tone activated radios are not distributed except upon request. (This map also presents the siren contours described in Section 2.4.1 of this document.) The map is a composite of individual U.S. Geological Survey quadrangle maps with latitude and longitude indicators and reproduced to a scale of 1:31680.

2.6.2 Tone Activated Radio Description 5

4 The tone activated radios utilized in the CNS PANS are Redi-Alert emergency warning monitors. Each is housed in a durable case and designed for unattended attention. The radios operate on'110V A.C. wit.h battery backup. The radios are permanently tuned to the appropriate E8S station (KFAB-AM [1110 kHz] for Nebraska residents and KFEQ-AM [680 kHz]

I for Missouri residents). Each receiver is activated by the E85 Atten-tion Tone and broadcasts the subsequent message about the particular emergency.

2.6.3 Tone Activated Radio Location and Distribution i

The distribution of the over 700 tone activated radios in the CNS EPZ is based- primarily on the siren coverage. The sirens are located in or f near the various population centers. Due to the rural character of the EPZ (very low average population density of 17.9 persons per square mile) tone activated radios have been hand-distributed to those homes and businesses throughout the EPZ that are not adequately covered by sirens. (Initial operating instructions have been given in both oral and written form.) Appendix G includes a register documenting the distribution of tone activated radios in the CNS EPZ.

. 03/85 2.6.4 Tone Activated Radio Testing and Maintenance Program Tone Activated Radio Testing Once per week the primary EBS stations (KFAB-1110 kHz and KFEQ-680 kHZ) test their EBS system which activates the tone activated radios and proceeds with the message. Thus individuals with EBS tone activated radios will have their radios automatically tested once per week. A test button is provided on each radio to verify operability. In addi-tion, the tone activated radios have a battery test button and indicator light to check the battery backup power source.

Maintenance Should the EBS activated radio fail any of the above tests, malfunction, or need maintenance or repair, a telephone number is posted on the radio for the individual to call to initiate corrective actions. Notices to check batteries are issued quarterly through local newspaper and radio media. Appendix F contains the brochure issued with each unit which

( describes the use of the unit and what to do in the unlikely event it should fail to operate.

CNS 05/86 2.7 Special' Alerting (FEMA-43 Ref. E.6.2.4)

2.7.1 Mobile Alert and Notification Network The special alerting components of the CNS Prompt Alert and Notification System are used for those areas of the CNS Emergency Planning Zone not covered by fixed sirens or tone alert radios. These areas consist of the Indian Cave . State Park in Nebraska and the Brickyard Hill State Wildlife Area in Missouri. Appendix C delineates those areas of,the CNS Emergency Planning Zone which are to be covered by mobile routes.

Resources, manpower, _and vehicles for the CNS PANS will be supplied from existing resources and will be supplemented by mutual . aid agreements that are on record for the appropriate state, county, and local government emergency response organizations. Appendix H of this report presents maps of the Mobile Alert and Notification Routes and the route activatio'n proced'ures applicable for each park. ,

2.7.2 Alerting Method Rationale ,

As indicated in Appendix 3 of NUREG-0654/ FEMA-REP-1 (Rev.1), it may be -

more cost effective in spar'sely populated areas to use special alerting methods other than sirens. FEMA-43 also indicates that seasonal and diurnal. population variations may also be a factor in selecting alternative means of notification. It is most cost effective for the

~ States of Missouri and Nebraska to make optimum use of existing available resources. Therefore, the respective M0 NAP and NE RERP plans for special alerting of the Brickyard Hill- State Wildlife Area and the Indian Cave State Park via Mobile Alert and Notification Routes include the use of onsite Department of Conservation and Park Ranger vehicles with sirens and public address systems. Route dispatching will be accomplished in Missouri by the Conservation Department and in Nebraska by the Nemaha County Sheriff.

  • (' The ' primary purpose of the Mobile Alert and Notification System'is to direct the individuals in-the parks indoors. The public will be alerted by the broadcasting of either a steady siren blast or a. simple message-over the mobile public address systems. Signs are posted at park entrances informing visitors what to do if they hear an alert signal.

~ This message ,till inform the park visitors of an incident, and will advise them to tune their radios to KFEQ-AM and KFAB-AM, in Missouri and Nebraska respectively, for further instructions.

2.7.3 Participating Organizations

). The primary and backup responders for each area requiring mobile alert and notification ~are shown below.

It should be noted that in both park areas the Conservation Agent and Park Ranger are on the premises. They can commence notification as soon as they are notified. Additionally, the aircraft used at Bickyard Hill l are located approximately 10 miles from the park. Because of this distance and in accordance with the requirements of Section E.6.2.4.3 of FEMA-43/ FEMA-REP-10, the following information is presented.

I Flight time to Brickyard Hill 5 minutes This results in 10 to 29 minutes to notify the park visitors. This will be optimized through communicating with the Conservation Agent to determine where visitors are likely to be located.

2.7.4 Equipment Testing and Maintenance Program I

.The CNS Prompt Alert and Notification System design basis requires that , 1 special alerting in both parks shall be by park vehicles, and also by i aircraft in Brickyard Hill. Routine use of these vehicles, independent of their utilization as a part of the CNS Prompt Alert and Notification System, demonstrates those capabilities required for their performance as a part of the Alert and Notification System. Many tests are accom-plished through daily usage. .

Mechanical Tests Standard procedure for vehicle maintenance is usually based upon manu-facturer specifications. Most governmental departments and agencies have additional requirements for their vehicles and thus schedule service on all vehicles to ensure optimum reliability. Additionally, aviation companies must perform regular maintenance to ensure the aircraft operability.

Electronic Tests Routine use of the radio communications attests to their reliability.

The siren and public address systems are tested at least monthly as a part of the monthly siren activation. This establishes that they are adequately tested and maintained.

-6, Brickyard Hill Special Alerting Procedure Summary .

In the event of an emergency at CNS where notification of ' visitors to the Brickyard Hill State- Wildlife Area is deemed necessary, the following alerting procedures will be followed:

Primary:

1. State Emergency Management Agency (SEMA) will contact the Conservation Department.
2. Conservation Department will notify the Atchison County Conservation Agent.
3. The Conservation Agent will drive through the park with his siren on a steady blast. Signs at all parking areas i

and all access and egress points inform visitors what to ,

do when this signal is given. .

4. SEMA will notify Cox Aviation of Tarkio to fly over Brickyard Hill using the siren on a steady blast.

l Secondary:

5. The Conservation Agent and the pilot will maintain communications on the Sheriff's frequency.
6. The Conservation Agent and the pilot will have public address capability to notify transients of evacuation information.

COOPER NUCLEAR STATION UNUSUAL EVENT, ALERT, SITE AREA OR GENERAL EMERGENCY (NO PROTECTIVE ACTION REQUIRED)

1. Cooper Nuclear Station (CNS) will contact the State Emer-gency Management Agency through the Radiological Emergency -

2. After receiving the initial information in accordance with Initial Notification Form, Attachment 3-1.1, the Duty Officer will contact the Radiological Emergency Planners (REP's) or the State RDO or the Director of the Bureau of Radiological i

I 3. REP's, the RDO, or BRH, will verify emergency by phone to.CNS using the unlisted number.

a. At time of verification, technical information re-garding present plant status will be obtained in

! accordance with Follow-up Notification Form, Attachment 3-2.1.

b. SEMA representative will ask CNS the specific question:

"In your opinion, do you expect the situation to degrade to a more serious classification?"

- If the answer is NEGATIVE, proceed with Steps 4

- If the answer is POSITIVE, proceed as follows:

(a) Notify SEMA, Operations Branch, to contact the pilots listed in Appendix 6. Inform the pilots to start Alert and Notification procedures over Brick Yard Hill Wild-life Area and the Missouri River in the EPZ.

,' NUCLEAR ACCIDENT PLAN OPERATING PROCEDURE (FIXED NUCLEAR FACILITY)

I. AUTHORITY Missouri Constitution, Article 4 Sections 40-45 Missouri Revised Statutes, Chapter 252 II. PURPOSE To establish procedures for supporting the Missouri Nuclear Accident Plan for Nuclear Power Plants.

III. CONCEPT OF DPERATIONS A. Direction and Control The Director, acting through the Operations Officer will maintain' direction and control of Department personnel functions during emergency situations or

(. training exercises. All direction and guidance will be channeled through the-Operations Officer.

B. Responsibilities

1. - The Department's communication network will be acti-l vated in the event of overload or failure of the primary communications network. The Communications Supervisor will provide liaison at the Emergency Operations Center (EOC) to coordinate these efforts.
2. The Department's Protection Division will support the primary law enforcement agencies in controlling evacuation routes in the disaster area. A super-visor level representative of the Protection Divi-sion will provide liaison at the State EOC.
3. The Department has primary responsibility to control game animals, birds, and fish in contam-inated areas. Coordination will be effected with the U.S. Fish and Wildlife Service in Kansas City, j Missouri, (816/374/6166), regarding control of l migrating birds traversing the contaminated areas.

4. The Department will provide prompt notification -

of the public in Conservation areas within the ten mile EPZ at the Alert classification. This notification will be accomplished within 45 minutes of notification of an ALERT or Site Area emergency declaration.

5. If the Atchison County Conservation Agent is not available to clear Conservation areas the Holt County Conservation Agent will be called upon to report to the Forward Command Post in' Rock Port, MO.
6. To ensure notification is accomplished within the time constraints an agreement has been made with the Atchison County Sheriff to assist with the nctification. See LOA in Appendix VII pg 21.

C. Alerting

1. The Operations Officer or the Assistant Operations Officer will be responsible to initiate action in response to the Missouri Nuclear Accident Plan.

l 2. Alerting of the public in . Conservation areas will be accomplished by the Conservation Agent assigned to Atchison County. The Agent will drive a warning route through the areas with his siren on a steady blast.

3. Local pilots will fly over Conservation areas woth their sirens on a steady blast. These l pilots will also have radio communications capability with the Conservation Agent over 1 the Sheriffs
  • frequency.
4. Signs have been placed at all ingress / egress routes and parking areas in Conservation Areas.

The signs tell what to do in the event trans-ients hear a constant burst on a siren. They are advised as to which exit routes to use, what AM dial setting will pick up the EBS station, and where they will be met by emer-gency worker teams for additional instructions.

D. EOC Representatives The Safety Coordinator and the Communications Supervisor will report to the Emergency Operating Center and pro-l' vide liaison for the Department. Representatives for the State EOC will be selected at the time of alert.

This function will be coordinated between the Opera-tions Officer and the Chief of Protection.

ANS CImission - Brickyard Hill Deficiency W2 received material relating to the above referenced issue on Friday efternoon May 30, 1986. The package was divided into two parts:

(1) Amendments to the ANS Design Report; and (2) Proposed State and local plan changes to implement the alert and notification at Brickyard -

Hill. Despite the lateness of the submission, we bave performed an im=ediate reviev vith the following results.

1. The Design Report Amendments.

FEMA REP-10, E.6.2.4.3 states: " ... the design report should describe the use of aircraft for' alerting as follows:

  • The sound system, if any, to be employed in alerting the public via aircraft should be described. The design report should include an analysis demonstrating that the sound systen can provide an intelligible alerting signal at the ground level throughout the geographical area requiring coverage."

The analysis referred to above should at leest include any relevant assu=ptions (e.g. approximate speed of aircraft, planned altitude of aircraft, etc., expected sound pressure et ground level, etc.),

name and model of sound system being used, and eny relevant accoustical output characteristics and specification prcvided by the manufacturer.

This data was not in the Design Report.

The same section of FEMA REP-10 also requires

  • Pat you indicate the storage location of the aircraft (both e.irfields), and an indication that the time sequence you provide is the same for both fields.

FEMA REP-10, E.6.2.h.1 also states: "... the design rdport should contain or reference applicable written agreener.ts. These written agreements should ensure that the individue.1 responsible for activation can place such equipment or personnel under his or her control 7 %

FDIA REP-10, E.6.2.h.1, and E.6.2.h.6 contain requirements to be

. included in the Design Report governing the use of the Conservation Agent's vehicle. The amendments you submitted do not address the following: E.6.2.A.1: "The design report should also contain a description, including any assumption made, of any analyses or calculations necessary to verify that individuals within a special alerting area can be provided an alert signal ... such calculations should include conservative estimates of the time required ...

and should conservatively estimate equipment capabilities" (underlining mine). ,

In this case, " equipment" refers not only to the vehicles ability to cover the route in a given time, but especially the sound. characteristics of the siren and P.A. equipment.

E.6.2.h.6 states " ... the design report should describe the use of police, fire or rescue vehicles and personnel as follows:

  • The routes to be used. -- A proposed route and elapsed time (measured from the initial time of alert) should be shown for each vehicle on each route."

In section 2.T.3 of the Design Report there is depicted a time from " pilot notification" to " arrival at Brickyard Hill." There should also be an estimate of time for the plane to fly both passes over the area. The statement that there is 10 to 29 minutes to notify park visitors is not sufficient.

Finally, amendments to the report should not only have the pages dated (as you have done) but should also mark the changes with a bar in the margin.

2. The Plan Amendments.

The plan, p. CC, C2 and C3 state that both aircraft and mobile vehicle vill utilize a siren on a steady blast. No mention is made of a P.A. system as stated in the design report. The design report and the plan (p. CC3, Ch) differ.in that the plan elaborates more on the signs by stating where the people vill be cet by emergency worker teams for additional instructions. At the alert stage the only emergency workers they may encounter vill be the route alerting personnel. Will they be waiting at specific locations for further instructions which may not come. Also, if the event does not escalate ,

beyond the alert stage, the EBS station vill probably not be activated.

t It is not clear from the Atchison County plan on p. Dl.2 whether the Sheriff's Office or the FCP will provide alert and notification at Langdon Bend and Hoot Owl Bend river accesses at all these emergency -

classification levels or only at the alert or a subsequent stage if the alert stage is bypassed in a rapidly escalating situation.

The plan on page CC.3 states in paragraph B3 that the " notification vill be accomplished within h5 minutes of notification of an Alert cr Site Area Emergency declaration "should state that it is within 45 minutes of the notification of offsite authorities. Page CC.3, B.S. accounta,for the absence of the Atchison County Conservation Agent by calling upon the H61t County Conservation agent in regards to clearing the areas. Why does he report to the FCP in Rock Port?

P As you know, the deadline for eliminating the Brickyard Hill deficiency is June 15, 1986. Since this falls on Sunday, the deadline is extended to the next workday, Monday, June 16. This office vould expend every effort to evaluate a remedial exercise on this date between the hours of 11:00 AM and 2:00 PM if all of the above cited issues in the Design Report and the plans can be adequately addressed by COB June 9, 1986.

Discussion Activity on the Missouri River in the 10-mile Emergency Planning Zone (EPZ) of Cooper Nuclear Station (CNS) consists primarily of commercial barge traffic cOrrying such commodities as grain and fertilizer. These vessels are equipped with marine band radios and can be contacted immediately by the U.S. Coast Gunrd in the event of an emergency at CNS. Other less common activities cro those of recreational boating and commercial fishing which generally da not have a ready means of communication such as a marine band radio.

During the period of May 15, 1982, through May 1, 1983, activities in the Ownst Controlled Area (OCA) were monitored by the CNS security personnel en closed circuit television. This direct observation included all traffic cn the Missouri River. The raw data (Attachment "B") gathered during this ~~

p;riod is graphically presented on a weekly basis in Attachment "A". The tctcl number of vessels is divided into two categories. The first cCesists cf commercist vessels such as tugboats, barges, tourboats, and dredges.

Tha second category includes smaller vessels such as fishing boats, canoes, cnd rafts.

A total of 295 vessels were observed during the study period. *" 's Sixty-six (66) ot the vessels were placed in the second category which is tha group referred to as " transient" because they have no means of being eg ,

  • o lc r tt. ] in the event of an incident at CNS. The sixty-six (66) vessels carried a tctal of 155 individuals. The number of individuals in three (3) boats varo not identified, therefore, it was assumed that there were two passengers in cach boat. It should be noted that the figure of 155 total people, in a few cases, actually represents people which were counted twice. They were

, May 30, 1986 Baga 2 0 t counted once when traveling downstream, and once when returning upstream (or vice versa) to their public access point. The river activity is most

(. highly concentrated in the warm weather months (March - November) with little or no activity.in the winter months (December - February) due to ice conditions which make river travel very hazardous or virtually impossible. It should also be noted in Attachment "B" that the second category vessels consist primarily of fishfng boats (local commercial) occupied by one or two individuals who live within the 10-mile EPZ and due to their residence locale, have received appropriate emergency response information through the Emergency Preparedness Information (EPI) Booklet.

Design Report Addendum Based on the attached river activity data, which indicate a very low " transient population" within the 10-mile EPZ on the Missouri River, NPPD proposes the following addendum to the Design Report: Attachments "A" and "B" of this letter. Note the peak weekly transient population is 0.4% of the resident 10-mile EPZ population.

Nebraska Public Power District has previously demonstrated adequacy of alerting the transient river population in the Brownville, NE and Nemaha, NE vicinities, (Re: CNS FEMA-REP-10 Design Report, submitted 5/85). Coupling the adequacy of alert with the extremely low transient river population (Re: 5/82 - 5/83 Direct Observation Study, *ttachments A and B), Nebraska Public Power District concludes that further assessment of our particular Alert and Notification System would not be practical without first evaluating the results of FEMA's review of the design report, with this additional information included and

(: the ANS test results conducted on October 17, 1985. NPPD would like to formally request that the states of Nebraska and Missouri petition FEMA Region VII to obtain these results.

NPPD will strive to work with both the States and FEMA in resolving any inadequacies that may exist in an equitable manner. Within 60 days of the receipt of the CNS FEMA-REP-10 Design Report results, NPPD will submit a final Design Report and a schedule of completion for changes that may be necessary.

NPPD has agreed with FEMA that notification signs are needed and will install these signs at all public access areas and at the 10-mile EPZ boundaries on the Missouri River. A schedule for completion of this project is listed below.

-l - ATTACHMENT "B" Mettodology followed for the reduction of the data regarding the amount of' traffic on the Missouri River in the vicinity of Cooper Nuclear Station is provided herewith.

' DEFINITIONS Commercial Vessels: Any barge, tugboat, Coast Guard vessel, or dredge.

If a tugboat is hauling several barges then the tug and barges are counted as a single unit.

For example the tug " Sally B" hauls 2 barges north, this is counted as 1 commercial unit not 3.

Other Vessels  : Included in this category are canoes, fishing boats, rafts, and ski-boats.

The Weekly summary sheet contains some vessels that did not have ar accounting of the persons on board. These vessels are denoted by an asterick (*) and two persons were assumed to~be on board of each these craft. The type of craft is written in the right hand margin for the craft that were without proper accounting.

submitting the requested information concerning alerting and notification of the transient population on the Missouri River. Nebraska Public Power District feels that assessment of our particular Alert and Notification System l

' (ANS) is not practical at this time without first evaluating the resulta of PEMA's review of the ANS Design Report (submitted May,1985) and the resulta

.( of the Ah8 test conducted October 17, 1985.

However, in an effort to eliminate any concerns, and until FEMA's report can be evaluated to determine the overall impact on our current ANS methodology, Nebraska Public Power District will seek to place the following alerting proceduree into effect.

Alert P.ocedure ,

j In the event of an emergency at CNS, security camerna are available to scan the river for a distance of approximately 0-2 miles up or downstream. These cameras have the capability to monitor the river on a 24-hour baale. This type of observation is currently called for in procedure at the alert classification. If individuals are sighted, security personnel, or other emergency workers can be dispatched to alert these individuals within about 16 minutes, The Atchison County Missouri Sheriff will alert and notify the transient population on,the Missouri River from 0-5 miles. This will be accomplished by

' mobile alerting at public access areas on the river in the State of Missouri.

Following; the sounding of the siren, a short verbal message of instruction will be transmitted over the public address system. A letter of agreement currently exists between Nebraska Public Power District and the Atchison

County Sheriff to cover these actions. -

The combination of current f!xed alren coverage (Brownville, NE, and l ;' Nemaha, NE vicinities), use of CNS security surveillance equipment, and the ec6ponse by the Atchison County Sheriff would cover practically all of the 0-5 mile zone along the river.

A letter of agreement between Cox Aviation and the Missouri Emergency Management Agency has been negotiated and signed concerning this issue.

-Alert and Notification on the Missouri River - Cooper Nuclear Station We are in receipt of the caterials submitted by NPPD to explain the

.Oteps they propose to take to provide alert and notification on the portion of the Missouri River within the 10 mile EPZ. This is simply c concept paper which does not provide any evidence that the physical means and administrative procedures called for in FEMA REP-10 can be -

cecomplished. This, of course, is the purpose of the design report.

To proceed with approval of the ANS, ve must have an amendment to the design report which addresses A&N on the Missouri River. This amendment 5 must fully comply with all applicable provisions of FEMA REP-10 and NUREG-065h REP-1 (Rev. 1). It should be noted that according to both these documents (FEMA REP-10 and NUREG-065h):

"The minimum acceptable design objectives for coverage by the system are:

(b) The initial notification system vill assure direct coverage of essentially 100% of the population vithin 5 miles of the site.

(c) Special arrangements vill be cade to assure 100% coverage within h5 minutes of the population who may not have received the initial notification within the entire plume exposure EPZ."

Planned utilization of aircraft and emergency vehicles for route alerting vill require full co=pliance with E.6.2.h.1. , E.6.2.h. 3. , and E.6.2. h.6 of FEMA REP-10.

It should be clearly understood that these requirements call for a full accounting of the capabilities of the resources utilized, and should be spelled out in Letters of Agreenent. In this regard, it should be noted that the Cox Flying Service is already being utilized to alert the transients at Brickyard Hill.

Upon completion of the amended design report, State and local plans

> required to accomplish the administrative procedures must also be amended and submitted.
