NPPD response to NRC Inspection Report 50 298/90 12 l Cooper Nuclear Statirn Docket No. 50-298, LPR 46 Centlemen: .

-This letter is written in response to your letter dated May 15, 1990, transmitting Inspection Report 50 298/90-12. Therein you indicated that one of our activities was in violation of NRC requirements.

Following is a statement of the violation and our response.

' STATEMENT OF VIOIATION Unaualified Personnel t ;Techn'ical Specification 6.1.4 requires that the minimum-qualifications of personnel meet the requirements as described in the American National Standards Institute (ANSI) N-18.1-1971.

ANS1 N-18.1-1971,- requires that technicians in responsible positions shall have a minimum of 2 years of working experience in their specialty. This experience involves a miniatun of 4,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> completed in not less than 80 weeks.

Contrary to the above, on April 19, 1990, the= inspector identified an individual with only 2,500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> of Health Physics experience.

~ A contract Junior He'alth Physics Technician was promoted to a Senior Level-Health Physics Technician. This promotion did not explicitly use current industry practices for determining acceptable health physics experience.

Instead, an allowance for' health physics related work experience obtained while assigned as a Utility worker was credited to the individual involved.  ;

Corrective Steos Which Have Been Taken and the Results Achieved Upon receipt of the Notice of Violation, the individual's Senior Technician status was rescinded. A review of the work performed by the individual was also conducted. No radiation protection deficiencies were found. It should be noted that radiation protection supervision was present-at all times when the individual was assigned Senior Radiation Protection Technician duties.

f2Trective Steos Which Will Be Taken to Avoid Further Violations A' detailed procedure describing the qualification requirements for contract Radiation Protection Technicians will be developed and implemented to ensure that the future hiring and promotion of contractor Radiation Protection Technicians meets current industry standards for Senior Technician positions. This station procedure will include specifications for radiation protection experience t that can be credited towards qualification. Qualification for Senior Level Technicians will require a minimum of two years of working experience in radiation protection of which 4,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> of this experience shall be obtained in not less than 80 weeks. This procedure will ensure compliance to current industry practice in this area.

Date When Full Como11ance Will Be Achieved NPPD is currently in full compliance. The above mentioned procedure will be developed, approved, and implemented by October 1990.
