PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-88A This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation -

STRIKE OF PLANT OPERATIONS AND MAINTENANCE PERSONNEL (REFERENCE PNO-78-88, DATED APRIL 19, 1978)

The licensee reported to the NRC Region V (San Francisco) of.~ ice that =

the Union membership voted to reject the Company's latest contract proposal e on May 8-9,1978. A strike of operating and maintenance personnel commenced at midnight on May 9, 1978.

The strike has proceeded in an orderly manner without interruption to the operation of the San Onofre Unit 1. Pickets have been set up at all gates at the San Onofre site, including the construction area for San Onofre Units 2 and 3 which is not covered by the current contract negotiations. =

Preliminary estimates by the licensee are that approximately 25% of the F construction forces are crossing the picket lines.

All available conventional generating units were placed in service by Southern California Edison Company (SCE) in anticipation of the strike, with a resulting decrease in the power level of San Onofre Unit 1 to approximately 50%. Surveillance testing of vital plant systems, as  ;

a precautionary measure, was essentially completed by the morning of  ;

May 10, 1978. No anomalies were revealed. The Unit is being manned with supervisory and engineering personnel on two 12-hour shifts.

A Region V reactor inspector and radiation specialist are on site to verify implementation of the licensee's operational manning and other strike contingency plans.

NRC Region V (San Francisco) received initial notification of the strike vote by telephone from the Plant Superintendent at approximately 2:00 p.m.

on May 9, 1978. The above information is current as of 10:00 a.m. on May 10,1978.
