Docket No. 50-219, OL No. DPR-16 Saxton Nuclear Facility Docket No. 50-146, OL No. DPR-4 Notification of Employees' Potential Fafety Issues By letter of April 27 ,1989, the Executive Director for Operations advised licensees to examine certain current and previous agreements to assure that such agreements do not cantain clauses which restrict current and/or former employees (or their respective legal counsel) from prcviding information about potential safety issues to the Nuclear Regulatory Commission.

GPU Nuclear has completed its examination and found no such restrictive clauses. However, it did identify two employment settlement agreements with two individuals in which the language used to eliminate the potential for further monetary claims might be misconstrued to restrict the individual's ability to raise potential safety icoues with the NRC. GPU Nuclear has elected to mail to both of these individuals' last known addresses a letter, in substantially the form attached, advising them to disregard that language so far as they would consider it as restricting their abi)1.ty to raise potential safety issues to the NRC.

As a result of a concern raised by the Nuclear Regulatory Commission (see the attached letter from the NRC dated April 27, 1989) in connection with such agreements, GPU Nuclear wants to ensure that you understand that the agreement in no way restricts your ability to raiae possible safety issues with the NRC. You and your legal counsel may raise safety issues with the NRC and may freely go to the NRC at"any time without fear of any form of retribution by GPU Nuclear.
