Dear Sir:

j '

saxton Nuclear Facility Operating License No. DPR-4 Docket No. 50-146- .

Contamina.ced Water From the Containment Vessel Sump,

~ 0n' June 28,J19'90, thetsecond quarterly inspection of the year was conducted at:

the Saxton Nuclear Experimental Corporation-(SNEC) Facility. During this-m inspection, water.was found present in the containment Vessel (CV)-sump and a b . sample was taken-for radioisotopic analysis.

l '

'The-resultst of-the analysis were received on September 7, 1990 andl indicated-i that;.theiactivity concentration of Sr-90 and Cs-137 exceeded the " Limits for UnrestrictedLRelease" identified in 10CFR20, Appendix B,' Table II, Column 2, q

.and is reportable under Section 5.a.3 of the SNEC Technical Specification (TS). U Per.the.TS,.the results of the analysis for.the above isotopes,were verbally--

reported to Mr. Tom Dragoun.(NRC Region.I).on September 7, 1990. '{

t Mr. Dragoun was also. informed that the results of the-analysis for-Co-60  ;

indicated a value'less than the lowest limit of detection. As this was unexpectedtSNEC has. requested a reanalysis of the water sample. Upon receipt ]

d of the new results,=SNEC will take Pp ropriate action with respect to gnotification. '{

1 The attached Exhibit 1 identifies the reportable results of the SNEC CV sump -3 water analysis for the second quarter of 1990.

It should be noted that the CV sump volume is 325 gallons and was filled with approximately 125 gallons of water.

'The water in the sump originates from condensation on the inside of the CV, and l is a consequence of a breather pipe, installed during the initial decommissioning, which permits the CV to breathe with changes in atmospheric temperatures. This water poses no threat to the environment or to the health and safety of the public because there are no release paths to the external environment from the CV sump. When appropriate, the water will be properly disposed of, as it has been in the past.

We will continue to periodically monitor, remove and take the appropriate steps to secure and dispose of this water. .

This letter comprises the required written report per the SNEC TS Section $.a.

Sincerely, s

J. E. Hildebrand President JEH/EP/ pip i Attachment pc A. Adams (NRC)  !
