Dear Sir:

This letter is to inform the Nuclear Regulatory Commission that Washington State University is in the process of revising the amendments to the Technical Specification to Facility License No. R-76 that were withdrawn on February 23,1989. The management of the WSU Radiation Center, which includes the reactor facility, is under review in this office with advice fmm mactor facility staff and appropriate faculty committecs. A set of revised amendments mflecting changes in management and organization will be submitted within 30 days of their implementation.

Washington State University is committed to maintaining a professionally qualified staff at the Radiation Center, including a person with an advanced degree in a physical science or engineering and extensive reactor experience in a management position at the reactor facility.
