Dear Mr. Thomas:

In accordance with the stipulations in your letters of June 11, 1984 and July 10, 1984 to this facility, the Emergency Plan for the WSU TRIGA reactor was imnlemented on January 1,1985.

In March of_1985 we decided that, including the emergency olan imple-menting procedures in our standard procedures manual as specified by Appendix C of our emergency plan was not a very satisfactory arrange-ment. Accordingly, a separate binder entitled "WSU Emergency Plan and Implementing Procedures" was set up.

In addition, the implementing procedures were reorganized into sections for ease of use during an emergency. The section of the revised imolementing procedures manual are as follows:
