Dear Mr. Thomas:

I received your letter of June 11, 1984 last week approving our emergency plan and requesting that the plan be fully implemented within 120 days. This is virtually impossible for us to accomplish since the 120 day period is coincident with the summer break periad.

We simply do not have the manpower to devote to this task during the summer to have it completed within 120 days.

I herewith request an extension of the full implementation of the WSU reactor facility emergency plan until January 1,1985.
