Dear Mr. Sarno:
In response to the Notice of Violation resulting from the inspection conducted by Mr. M. Cillis on July 15-17, 1985, the following responses are provided to the three identified violations labeled A, B, and C in your letter.
A.
Ventilation System Absolute Filter. The changing of the reactor ventilation system absolute filter has been added to the facility planned maintenance schedule and will automatically be changed at the scheduled time.
In addition, a sticker system is being initiated to indicate when this and all obsolete filters in the Radiation Center are changed.
A filter change procedure is in the process of being written in cooperation with the Radiation Safety Office for changing obsolete filters.
This procedure will be completed by October 31, 1985.
The above-mentioned steps will preclude this violation from occurring again.
Full compliance will be achieved upon final approval of the obsolete filter change procedure which will occur by October 31, 1985.
B.
Standard Procedure Review.
The charter for the Reactor Safeguards Committee has been modified to clearly indicate the requirement for the committee's biennial review of all standard procedures, the facility emergency plan, and the facility security plan. The Reactor Safeguards Committee is scheduled to meet on September 26, 1985 for the purpose of reviewing the above-mentioned procedures and plans.
The above-mentioned change to the Committee's charter should preclude the reoccurrence of this violation.
Full compliance will be achieved by October 1,1985 on this matter.
C.
Operator Requalification Program. The existing SR0 activity record system did not make a distinction between direct and indirect supervision.
The facility operating procedure has been modified as indicated in the attached information to distinguish between direct and indirect supervision in the operating log.

F_ull compliance will be achieved after the new activity logging procedure will have been in effect for one calendar quarter which will occur on January 1, 1986.

Ventilation System Filters:

Rector Senior Operator Supervision:
To indicate when the acting S.R.O. is directly supervising the Rer.ctor Operator, a suall block next to the SRO column on the Reactor Log sheet, marked ' D ',

E.
Logging of SR0 Direct Supervision Each entry line in the Operations Log Sheet in the SR0 column shall indicate if the SR0 was present in the control room or pool room during the period covered by the entry. The format of the entry shall be SR0/D if the SR0 is present to indicate direct supervision and where SR0 is the initials of the supervisor.
If the supervisor is not present, only the initials of the SR0 will be recorded.
