Dear Mr. Adams:

I The Department of Energy has indicated that they will probably fund Phase One of the conversion of the WSU Modified TRIGA reactor from HEU to LEU fuel in 1988. One of the main projects during this phase will be licensing the WSU reactor for the new LEU fuel.

Please advise if we should submit a completely revised set of technical specifications, l

including the provisions for the LEU fuel, or only modifications to the l

existing technical specifications that allow us to use LEU fuel.
