FAX 509s335-4433 Wednesday, September 14,1994 Marvin M. Mendonca Senior Project Manager U.S. Nuclear Regulatory Commission MS OWFN 11-B-20 Washington, D.C. 20555 Ref: Docket 50-27

Dear Mr. Mendonca:

On September 8,1994 a meeting was held in the conference room of the Nuclear Radiation Center to discuss the possible use of the WSU Reactor for BNCT. The following individuals were j present: 1 Francis F. Paul M.D. Neurosurgeon, Idaho Brain Tu:r.or Center, Idaho Falls. l William J. Sewell, Program Director, Idaho Brain Tumor Center, Idaho Falls. l

. Iiro Auterinen, Research Scientist, Radiation Technology, Licensed Reactor Operator, i VTT, Finland. This scientist was visiting INEL and brought samples of the new l Aluminum Fluoride compound to be used in the epithermal beam filter. l

- Dave Nigg, Nuclear Engineer BNCT Program Director, INEL  !

Pat Gavin, Chair, Vet. Clinic, WSU Progmm Director for BNCT experiments on dogs 1 Roy Filby, Chair, Reactor Sr.feguards Committee, WSU Radiochemist Bill Wilson, Nuclear Engineer, WSU Consultant, former Assoc. Director of WSU NRC Howard Miles, Physicist, US NRC licensed Reactor Operator, worked on BNCT shielding design Gerald Tripard, Nuclear Physicist, US NRC licensed Senior Reactor Operator, Directo; The INEL and Post Falls people would like us to proceed on getting various approvals for implemer. ting BNCT on the WSU Reactor as soon as possible. I recommended that a subcommittee be formed to do a review of the project and repon to the whole committee. The two documents to be reviewed are the Feasibility Study by Wheeler and Nigg and the Treatment Room Study by Ristow.

Bill Wilson does not think that changing the material used to load the thermal column from carbon to a new Aluminum Fluoride compound would require US NRC approval. However because this project does in fact involve a major change to the loading of our thermal column I thought it would be pmdent to inform you of our activities. You may like to look at the Feasibility Study by Wheeler and Nigg. The only aspect of this project which we know can directly involve your concem is whether or not radiation levels will meet 10 CFR 20 limits. For this reason I am also including a Study done by Rod Ristow on the proposed Treatment Room that will be adjoining the thermal column.

Both aforementioned documents are enclosed for your information.
