Dear Mr. Thomas:

Enclosed are two copies of the revised physical security plan for the WSU Modified TRIGA Reactor Facility, License R-76. A complete revision of the plan was necessary in order to incorporate a number of changes agreed upon during a site visit by NMSS; the revisions requested in your letter of September 19, 1983; recent and proposed changes to 10 CFR 73; and in-clusion of safeguards information protection.

Comments on the revisions requested by NMSS are as follows:

1) Section 7.4(b) of the plan already covers the requirement and states:

"All doors leading into the reactor control room, reactor shop, cave room, or pool room shall be locked at all times when a authorized person or the Director of the Nuclear Radiation Center is not physi-cally present in one of these areas." This policy has been in effect for a number of years.

2) A new paragraph 9.8 has been added to section 9 to cover this require-ment.
3) New sub-section (f) of paragraph 9.7 has been added to specifically cover this new requirement. The system has this capability but the plan did not require it.
4) Section 11 of the plan covers the question on Badging. Section 7 covers SNM use and storage areas. The only SNM used at the facility is reactor fuel elements that are over 30" long, most of which are highly radioactive. Accordingly, no escorted visitor or student who is observing a fuel loading, for example, is going to be able to hide a fuel rod under his or her coat and run off with it, etc. In other words, badging is not necessary as stated in section 11.

6) This requirement is done automatically by the security alarm system as stated in section 9.1 of the plan. A new digital security alarm system was recently installed and the campus police actually are continuously informed of activities in the areas of the facility protected by the alarm system.
