Dear Ms. Ott:

Enclosed are the excerpts of NRC Inspection Report No. 50-293/82-16 that I said I would send you. The report should help you understand why the 1982 Traver-sing In-Core Probe (TIP) system event resulted in an emergency declared and the 1989 TIP system event did not. The report shows that in the 1982 event, the '

TIP detector was withdrawn well beyond its shield such that it created high radiation in general areas of the Reactor Building outside the TIP room. As the NRC Pilgrim Bi-Weekly Status Report, dated June 7,1989 shows, the slight over withdrawal of a TIP detector on May 31, 1989, did not result in any sig-nificant radiological hazard in the Reactor Building general areas, since the detector remained inside the normally locked TIP raom. Thus, the safety sig-nificance of the 1989 event was minor compared to the 1982 event.

Also enclosed for your information is NRC Inspection Report No. 50-293/89-05, dated June 9,1989. The summary, as well as Paragraph 2.3.3, of the report contain NRC comments on reactor building door failures.
