Gentlemen:

Subject: Requalification Program Evaluation Report Nos. 50-272/87-21 (OL) and

50-311/87-26 (0L)

During the week of June 15, 1987, the NRC administered requalification written

and operating examinations in accordance with the Operator Licensing Examiner

Standards, NUREG-1021, Chapter ES-601. At the exit interview held on June 19,

1987, the preliminary results of the evaluation were discussed.

Areas examined during the evaluation are described in the Region I Evaluation

Report which is enclosed with this letter. Within the scope of the evaluation

the requalificction training program was found to be unsatisfactory per the

criteria provided in NUREG-1021, Chapter ES-601, paragraph F.1.

The unsatisfactory evaluation was based on four operators failing the operating

examination and three operators failing the written examination. The root cause

of these failures should be identified and corrective actions should be

developed. A plan for implementing the corrective actions should be submitted

to the NRC as provided for by NUREG-1021, Chapter 601, within 60 days.  !
