Your letters of December 2, 1986, transmitted consolidations of the Salem and Hope Creek Security Plans, Safeguards Contingency Plans, and Training and Qualification Plans into the Artificial Island Security Plan, Safeguards Contingency Plan, and Training and Qualification Plan under the provisions of 10 CFR 50.54(p). These Artificial Island consolidated plans supersede the previously approved separate plans for the Salem and Hope Creek plants.

These submittals also included Public Service Electric and Gas Company's response to the Miscellaneous Amendments to 10 CFR 73.55, codified by NRC in August, 1986.

Those portions of the consolidated plans relative to the Miscellaneous Amendments j

are being reviewed by our Headquarters staff.

The Headquarters staff will respond to you regarding those changes.

With the exception of the Miscellaneous Amendments changes, we have reviewed the information contained in these consolidated plans and have determined that some portions are consistent with the provisions of 10 CFR 50.54(p), and are considered acceptable.

However, certain other portions are not considered acceptable for the reasons stated in the enclosure to this letter.

For these, you are to revert to previously approved plan wording and/or provide necessary modifications and submit corrected page revisions to this office within 30 days of receipt of this letter.

If you wish to pursue changing your plans with respect to the portions considered not acceptable under 10 CFR 50.54(p), you should submit the changes under the provisions of 10 CFR 50.90.

As a result of the number and nature of those changes that we found i

unacceptable for consideration under the provisions of 10 CFR 50.54(p), we 4

will arrange a meeting with cognizant members of your staff to discuss these changes at a later date. j,
