Subject: NOTICE OF VIOLATION (NRC INSPECTION REPORT NO. 50-272/83-37)

This refers to a special team inspection ccnducted on December 5-6, 1983, and January 16-20, 1984, at the Salem Nuclear Generating Station. Unit 1. Hancock's Bridge, N) of activities authorized by NRC Lice'se No, OPR-70. The inspection report was for=arded to you on March 2, 19E4 it.e inspection was conducted to review your compliance with the requirements of 10 C~R Part 50, Aopendix R, Section Ill.G, regarding fire protection features for equipment necessary to achieve and maintain safe shstdown. During the inspection, several viola-tions of these requirements were identified. The violations were discussed with members of your staff at the meeting held on Jaruary 20, 1984 The t enforcement action on tnis matter was then held in aceyance while the Ccmt.ission resolved a number nf issues pertaining to Appendix R implementation and enforce-ment. These actions have now been resolvec and we are proceeding to issue this enfo* cement actio Violatict. l The violations identified indicate weaknesses in your fire protection program l 1 at the time of the inspectio In accordance with the "General Policy and i Procedure for NRC Enforcement Actions," 10 CFR Part I, Appendix C (1987), the l violations described in the enclosed Notice have been categorized in the l aggregate as a Severity Level !!! problem. A civil penalty is considered for '

a Severity Level !!! violation or problem. However, after consultation with l

the Commission and the Deputy Executive Director for Regional Operations, I
