Inspection Report Nos. 50-272/87-02 and 50-311/87-02
This letter refers to the routine safety inspection conducted by Mr. K. Manoly
of this office on January 12-16, 1987 at the Salem Nuclear Generating Station
Units 1 and 2.
Mr. K. Manoly discussed the results of the inspection with Mr.
B. Preston of your staff at the conclusion of the inspection. Our findings
were further discussed in a telephone conversation between Mr. J. Strosnider
of my staff and Mr. B. Preston on February 18, 1987.
Areas examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.

Our inspector also verified the steps you have taken to correct the violation
brought to your attention in the enclosure to our letter dated April 7, 1986.
We have no further questions regarding your action at this time.
Based on the results of this inspection, it appears that some of your activities
were not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
This violation has
been categorized by severity level in accordance with the revised NRC Enforce-
ment Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (49 FR 8583) dated March 8, 1984. You are required to respond to this letter.
In
preparing your response, you should follow the instructions in Appendix A, and
alsc. indicate your assessment of: (1) the apparent similarity between the
weaknesses relating to the design interface and plant configuration control as
evidenced by our findings in this inspection in the mechanical / structural area
and in inspection No. 311/86-26 in the electrical area regarding the addition
of electrical loads without determining their effects on the transient response
of the electrical systems, and (2) the apparent lack of detailed review of your
contractors technical report as noted during our examination of Franklin Research
report on testing of piping anchor U-bolt assemblies.
The responses directed by this letter and the accompanying Notice are not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
