Gentlemen:

Subject: Inspection Report 50-311/87-03

This refers to a special safety inspection by Mr. T. Kenny and Mrs. K. Gibson,

of this office, on January 12, 1987 to January 23, 1987, at the Salem Nuclear

Generating Station, Hancocks Bridge, New Jersey. The inspection concerned

Residual Heat Removal valve misalignments which resulted in inoperability of the

Emergency Core Coolin9 System on January 12 and 13, 1987. The inspection

consisted of document reviews, interviews, and observation of activities. The

findings were discussed with Mr. J. M. Zupko, Jr. of your staf f.

Based on the results of this inspection, we are concerned about the reasons

that led to operation of Salem Unit 2 with an Emergency Core Cooling System in

an inoperable condition. The details of these concerns are described in the

enclosed special inspection report. An enforcement conference has been

scheduled for February 27, 1987 to be held in the Region I office to further

discuss these concerns. At this conference you should be prepared to discuss

your review of the concerrs identified in the inspection report and corrective

actions taken or planned.

The need for and nature of appropriate enforcement action relative to the

issues identified in the enclosed report will be considered after this

conference and will be the subject of separate correspondence at a later

time. No response to this letter is required.
