Gentlemen:
Subject: Combined-Inspection 50-272/87-03 and 50-311/87-04
This refers to the routine resident safety inspection by Mr. T. Kenny and
.Mrs. K. Gibson, of this office, on January 27,'1987 to February 23, 1987,
at the Salem Nuclear Generating Station, Hancocks Bridge, New Jersey. The
inspection consisted of document reviews, interviews, and observation of
activities. The findings were discussed with Mr. J. M. Zupko, Jr. of your
staff.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements, as
set forth in the Notice of Violation, enclosed herewith as Appendix A.
-This violation has been categorized by severity level in accordance with
the " General Statement of Policy and Procedure for NRC Enforcement
Actions," 10 CFR 2, Appendix C (Enforcement Policy 1986). You are required
to respond to this letter and in preparing your response, you should follow
the instructions in Appendix A.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget.
