Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-348/87-23 AND 50-364/87-23)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. H. Bradford on August 18 - Sept mber 10, 1987. The inspection included a

review of activities authorized for your Farley facility. At the conclusion of

the inspection, the findings were discussed with those members identified in

the enclosed inspection report. Additionally, NRC concerns relative to the

vendor interface inspection contained in NRC Inspection

Report Nos. 50-348/87-11 and 50-364/87-11 were discussed by J. Nelson Grace,

Regional . Administrator, NRC, ' Region II, with you- and -your staff in an

Enforcement Conference held on September 3,1987. The meeting summary is in

'the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective exarrinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings' indicate that certain activities appeared to violate

NRC requirements. The violation, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

Your attention 'is invited to unresolved item identified in the inspection

report. This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
