NOTICE OF VIOLATION' Sout'iern Nuclear Operating Company Docket No.: 348
. Farley Nuclear Plant License No.: NPF 2 During the Nuclear Regulatory Commission (NRC) inspection conducted on April 16 through May'21, 1993, a violation of NRC requirements was identified. In accordance with." General Statement of Policy and Procedure for.NRC Enforcement Actions," 10 CFR Part.2, Appendix C, the violation is-listed'below:
Technical Specification 6.8.1 requires that applicable written i
procedures recommended in Appendix A of Regulatory Guide (RG) 1.33, Revision 2,1978 shall be established, implemented and maintained.

Contrary to the above, on May 12, with Unit 1.at power, an electrician, failed to follow the specified clearance tag out instructions when he erroneously removed from service, the Unit 1 "1B" emergency diesel-generator output circuit breaker rather than the specified " approved for i
l clear n e" Unit 2 "2B" emergency diesel generator. output circuit -
breakt.c Prior.to racking out the."1B" diesel. generator circuit' a
t breaker, the electric ian de-energized the DC power supply for the "1B" emergency diesel generator output circuit breaker, rendering it inoperable.
This is a Severity Level IV violation (Supplement 1).
Pursuant to the provision of 10 CFR 2.201, Southern Nuclear Operating Company is hereby required to submit a written statement or' explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with 1
i a copy to the Regitnal_ Administrator, Region II, and if applicable, a copy.to-the NRC Resident Inspector, within 30_ days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to the Notice of Violation" and should include for:each violation:
(1) the reason for the violation, or,..if contested,. the basis.for disputing the violation. (2) the corrective steps.that have been taken and the results achieved, (3) the corrective steps that will be taken'to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is.not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified,.
suspended, or revoked or why such other action as may'be proper should not be l:
taken. Where good cause is shown, consideration will be given to extend the-response time.
