Centlement Based on our review of the Surry Power Station, Unit No.1 report on i the " Operating Incident of July 27, 1972," dated August 27, 1972, we '

have concluded that-(1) the injection of cold water into the reactor by actuation of the safety injection system had a negligible e,ffeet' on the f atigue life of the reactor coolant pressure boundary and (2) ,

that the transient res'ulting' from the ' safety system injecties of cold water had no adverse effect on the structural integrity of the reactor coolant preesure boundary.

Your report states that temperatures up to 172'F in the upper level of the safeguards building were observed during power operation and you propose both temporary and permanent modifications to the ven-tilating system to limit the temperature in the building. In order to provide a complete technical basis for the proposed modifications, we request that you (1) state what the temperature la the safeguards building will be limited to in the future and provide a basis for selectin;; this temperature and (2) submit an analysis to verify that the exposure of safety equipment to a 172*P envireament in the safe-guards building did not adversely affect operability of this equip-ment.
