included contacting the University of Toledo's Geology Department, led

to the conclusion that a passing vehicle had apparently caused the false alarm signal. However, based on the information available at the time

of the alarm signal, the Shift Supervisor conservatively declared an Unusual Even The content of the initial notification messages to State and County officials, as contained 'in the licensee's notification forms, was adequate. The licensee has proceduralized the NRC's Event Notification Worksheet to facilitate documentation of communications with the NRC Headquarters Duty Office Based on the above findings, this portion of the licensee's program is acceptabl . Public Meeting on Offsite Emergency Plans In accordance with 44 CFR 350, the Federal Emergency Management Agency (FEMA) conducted a Public Meeting on April 30, 1987 regarding the revised State and County emergency plans for the Davis-Besse Station. The inspector represented the NRC at this meeting, and described the NRC's provisions for reviewing and approving the licensee's emergency pla The inspector also summarized the staff's inspection efforts on the Station's emergency preparedness program. The licensee and representatives from.the Ohio, Ottawa County, and Lucas County Disaster Services Agencies also made presentations at this meetin .
