Areas Inspected:
Routine, announced inspection of records associated with actual emergency plan activations for the period December 1985 through March 1987. The inspection was performed by one NRC inspector, who also participated in the April 30, 1987 FEMA Public Meeting on the revised offsite emergency plans for this site.
Results: No violations of NRC requirements were identified.

emergency plan activations which.took place between December 1985 and-March 1987.' _ These Unusual-Events were reported to NRC, State, :and County officials in a timely manner, as indicated in the following table:

Since July 1965, the licensee has been directly responsible for initially 4:t notifying State officials of any emergency declaration.
Prior to that time, the 1icensee had contacted Ottawa. County officials who; in turn, initially notified Lucas County and State officials of non-General

Emergency declarations.
In conjunction with the development of improved offsite emergency plans during '1986 'and early 1987, the licensee became

directly responsible for initially notifying both counties and the State

In early 1987,'a dedicated communications system was installed that allowed simultaneous communications from the

monitoring system. The licensee's subsequent investigations, which included contacting the University of Toledo's Geology Department, led
,
to the conclusion that a passing vehicle had apparently caused the false
!
alarm signal. However, based on the information available at the time of the alarm signal, the Shift Supervisor conservatively declared an
'
Unusual Event.
The content of the initial notification messages to State and County officials, as contained 'in the licensee's notification forms, was adequate. The licensee has proceduralized the NRC's Event Notification Worksheet to facilitate documentation of communications with the NRC Headquarters Duty Officer.
Based on the above findings, this portion of the licensee's program is acceptable.
3.
Public Meeting on Offsite Emergency Plans In accordance with 44 CFR 350, the Federal Emergency Management Agency (FEMA) conducted a Public Meeting on April 30, 1987 regarding the revised State and County emergency plans for the Davis-Besse Station.
The inspector represented the NRC at this meeting, and described the NRC's provisions for reviewing and approving the licensee's emergency plan.
The inspector also summarized the staff's inspection efforts on the Station's emergency preparedness program. The licensee and representatives from.the Ohio, Ottawa County, and Lucas County Disaster Services Agencies also made presentations at this meeting.
4.
Exit Interview On April 30, 1987 the inspector met with those licensee representatives listed in Paragraph 1 to present the preliminary inspection findings.
The licensee indicated that none of the information was proprietary in nature.
