RESPONSE- MODIFIED LEAK DETECTION PROPOSAL

Dear Mr. Flory:

l Pursuant to our phone conversation regarding leak detection at North Anna Power l Gtation, we have modified the leak detection proposal for the underground line that runs l from the unloading area to the 5,000-barrel aboveground storage tank (AST). We are now proposing to pressure test the piping within ten days prior to normal fuel oil unloading into the AST, beginning no later than January 1,1998. Testing prior to each

' unloading event, as opposed to the previous proposal of annual testing, will provide for leak detection in case we have more than one unloading event in a year.

The only exception to the pressure testing prior to the unloading event would be an emergency situation at the station. The AST supplies oil for the emergency diesel generators; therefore, in the unlikely event of an emergency it may become imperative to add fuel to the AST. During an emergency we may not be able to perform the pressure test prior to a fuel unloading event.

Virginia Power appreciates your cooperation in this matter and hopes that the DEQ understands the importance of providing fuel for the diesel generators during an emergency. Upon your concurrence with this proposal, we will make the appropriate changes to the Oil Disch arge Contingency Plan and submit the revised sections for your approval.
