Dear Mr. Clayton:

This letter is in response to a telephone conversation with Mr.

Ward Butler, Department of Air Pollution Control Inspector concerning the North Anna Power Station's " Fire Watch Training Program" and the Department of Air Pollution Control (DAPC) open burning notification requirements (120-04-4004 B.)

The " Fire Watch Training Program" under development will provide station personnel with hands-on fire extinguisher training.

Normally one or two classes will be scheduled each week. However, during unit outages an additional weekly class may be necessary in order to train contractor personnel. During the class a small fire will be ignited and the students will practice fire control techniques with CO2 and multi-purpose extinguis,hers. These classes are being developed in response to OSHA and NRC requirements.

The open burning notification rule requires Virginia Power to notify and obtain the approval of the Regional Director prior to conducting these training exercises. In order to reduce the number of standard notification calls to your _ of fice we would like to propose that this notification cover all of the fire extinguisher training classes for North Anna Power Station once the " Fire Watch Training Program" is implemented.
