NORTH ANNA HYDROELECTRIC PROJECT EMERGENCY DIESEL GENERATOR AUTO START FAILURE Pursuant to the requirements of 18 CFR 12.10(a), Conditions Affecting the Safety of a Project, this mport documents a problem encountered with the Spillway Emergency l Diesel Generator (SEDG) at the North Anna Main Dam. On January 3,1995, the SEDG failed to auto-start during performance of the monthly periodic test. Once the pre-operational checks were completed, the selector switch was placed in the test ,

position, but the SEDG failed to start. The Operations Shift Supervisor was notified of '

the failed start. A corrective maintenance work order was immediately initiated to  !

trouble-shoot and repair the SEDG. Trouble-shooting activities for the electrical j circuitry identified a failed start solenoid relay. The start solenoid relay was replaced and the SEDG was started. The periodic test was completed satisfactorily and the SEDG was returned to service on January 4,1995.

Failure o; the SEDG to start did not pose any significant safety concerns since normal AC power was available to operate the spillway gates. Additionally, the spillway gates are designed to be operated manually if a loss of both normal and emergency AC power occurs. Station procedures provide directions to Operations personnel if manual gate control becomes necessary.

This event was reported by telephone to the Federal Energy Regulatory Commission at 0252 hours0.00292 days <br />0.07 hours <br />4.166667e-4 weeks <br />9.5886e-5 months <br /> on January 3,1995. The Nuclear Regulatory Commission was also contacted by telephone at 0313 hours0.00362 days <br />0.0869 hours <br />5.175265e-4 weeks <br />1.190965e-4 months <br /> on January 3,1995 due to notification of an offsite agency in accordance with 10 CFR 50.72(b)(2)(vi).
