Dear Mr. Clayton:

This11etter is in response to a telephone conversation between Eva Mann - of . Virginia _ Power and Mr. Ward - Butler, Department of Air Pollution. Control (DAPC) Inspector concerning your letter dated August 13, 1992.- They discussed the method of compliance with the request of " identifying a~ number of dates for training" in fire extinguisher use, which was stated in the letter. In order to

-maintain consistency between the DAPC Regional offices it was agreed (subject to your approval) to follcw the guidance of DAPC Region V June 15 , - 1992 letter concernf.ng the fire training notifications at Surry Power Station (see attached).

Under; the proposed procedure, North Anna Power Station Will need to '

maintain-an internal record available for review by the DAPC, for a minimum-of-12 months from the date of burn. Each actual burn

-conducted will have-the following information recorded:

Location of training site Date and number of hours training was conducted '

Type and amount of fuel burned Name of primary instructor In maintaining these records it is our understanding that the intent of the August 13, 1992 letter from your office and the requirement-of-notification of open burning for training purposes will be met. We would appreciate your concurrence ~.

-. The Department received your letter dated May 28, 1992 in reference to~ Virginia Power's " Fire Watch Training Program" to be conducted at various Virginia Power locations. The Region 5 of fice has no objection to Virginia Power conducting this training as specified in the March 28, 1992 letter. Furthermore, provided this training is conducted as identified in the above letter, there is no requirement to notify this office of dates this burning is scheduled or conducted.

The Department would request Virginia Power keep an internal record available for Department review, for a minimum of 12 months from date of Durn, the following information on each burn actually conducted:

Location of training site Date and number of hours tra&ning was conducted Type and amount of fuel burned Name of ptimary instructor The reason for having the above records available, is to help clarify any complaints or public concerns the Department may receive from citizens who may not realize the reason for this open burning. If you have any questions, please do not hesitate to let me know.
