Dear Mr. Pandey:

Under the requirements of Part III, Section A of the subject permit l entitled Change in Discharge or Management of Pollutants, Virginia Power hereby provides notice of our intent to increase the amount of reverse osmosis reject water discharged at outfall 020. The increase is necessitated by an efficiency upgrade in the station's reverse osmosis system. This system, which provides purified water to the station's steam generators, will produce an increased amount of purified water for station use and collaterally, an increased amount of reject water.

The increased amount of reverse osmosis reject water discharged at outfall 020 does not represent a significant increase in the l l

discharge of pollutants. No new pollutants will be discharged. The effluent quality of the increased flow is not expected to .

significantly differ from the effluent quality of the current  !

discharge. The effluent limitations in our current permit for pH, Total Suspended Solids, and Chlorine will not be exceeded by the increased flow. Outfall 020 does not have a limitation for flow. 1 Consequently, the increased flow will not jeopardize compliance with our current permit or violate state water quality standards.

Outfall 020 currently discharges into Lake Anna immediately outboard of the cooling water intake structure and is immediately entrained with condenser cooling water. We are also planning to upgrade and relocate the discharge line approximately 50 feet east of the current location. The current wood supports for the discharge line are experiencing signs of structural decay and the rout ,

of the discharge line interferes with the intake screen trash rake. The rerouting of the line will enable an improved support system to be built and will lessen the risk of accidental damage to the line. Importantly, the latitude and longitude description of Outfall 020 provided in the recent VPDES permit application remains correct due to the close proximity of the proposed location to the present location.

g March 21, 1996 Page 2 In our application for the current permit, the long term average and maximum daily flow for outfall 020 was characterized as 0.141 and 0.201 mgd, respectively. With the planned upgrade of the reverse osmosis system, the average and maximum flow from outfall 020 is estimated to be 0.58 and 0.79 mgd, respectively. The maximum flow conditions are expected to occur infrequently for a short period following a reactor outage or approximately once every 7-9 months.

In short, no measurable change in water quality or impact to receiving waters will occur due to the planned increase in volume or relocation of the discharge line.

i We believe that, under Part III, Section A of our current permit, the proposed changes at outfall 020 and our notification of the proposed changes meets the necessary conditions for authorization of the changes without formal permit modification. Accordingly, while we believe no authorization from your office is necessary to initiate the proposed changes, we would appreciate your concurrence in this matter and respectfully request your timely confirmation that no formal permit modification is necessary.
