Dear Mr. Clayton:

This notification is being submitted in accordance with the North Anna Power Station (Registration Number 40726) Stationary Source Permit to Construct and Operate an Emergency Diesel Generator, (identified by Virginia Power as the station blackout generator),

issued October 20, 1993 and revised on August 1, 1994.

Condition No. 6.of the station blackout generator permit requires that a visible emissions evaluation be conducted on the engine i exhaust stack within 180 days of the actual startup date and- that the details of the test be arranged with the Department of Environmental Quality . Air Division. The visible emissions emanating from the exhaust stack must not exceed 20 percent opacity as determined-by EPA Method 9, (Reference 40 CFR 60, Appendix A).

1 The actual start-up of the station blackout generator occurred on August 30, 1994. The required EPA Method 9 visible emissions evaluation, of the station blackout generator exhaust stack, was  !

conducted on January 9, 1995, well within the 180 day timeframe.  !

On January 3,1995, Mr. Earnest H. Greene, Environmental Specialist -

-for Virginia Power's Air Quality Department called Mr. .S. Ward Butler, Senior Environmental Inspector for the Department of  :

Environmental Quality, to notify him of the scheduled visible  !

emissions evaluation and to discuss the specific details of the <

test. On January 9, 1995, Mr. A. C. Cooke, Environmental Compliance Coordinator for the North Anna Power Station and Mr.

Greene, performed the required visible emissions evaluation on the engine exhaust stack of the station blackout generator. Both  ;

individuals were certified as visible emissions evaluators during 2 the October, 1994 Eastern Technical Associates smoke school.

Page No. 2 January 25, 1995 The station blackout generator began the initial start-up ; ocess at 10:14 a.m. and achieved full load or 3300 Kw at 10:25 a.: The station blackout generator was operated at full load for er hour while the visible emissions evaluation was being conducted.  : ring the visible emissions evaluation process, the average 6- aute readings ranged between 1.25% and 9.58% opacity, which 10 rell below the permitted opacity limit of 20%. Pursuant to Mr. But. r's request, I have attached the Visible Emissions Evaluation F rms completed by the evaluators during the test.

Based on the results of the one hour visible emissions evaluation, Virginia Power has concluded that the station blackout generator operated in full compliance with the Stationary Source Permit to Construct and Operate. The performance of the visible emissions evaluation and the submittal of the attached results satisfy the final conditions of the start-up process outlined in the permit.
