CENTRAL REGIONAL LABORATORY 839 HESTG ATE ROAD ANNAPOLIS, MARYLAND 21401 3013 (410) 573 - 2799 July 28, 1994  ;

i fo.93r[957 Mr. B. M. Marshall, P.E. i Manager-Water Quality Department ,

Virginia Power l 5000 Dominion Boulevard l Glen Allen, Virginia 23060

Dear Mr. Marshall:

i I would like to thank you for your detailed response to the NPDES inspection report dated April 18, 1994. Your Jtine 9, 1994 response to that report satisfactorily addressed all issues stated in the ,

report. Virginia Power is to be commended for their quick i attention to these issues, as many were resolved even before the inspection report was completed. I have received updated copies of your oil and grease and suspended solids worksheets and a chain of l l custody form. These three forms provide excellent documentation.  ;

i  !

Regarding the issue of the deficiency notice, this is a routine procedure that resules when a performance audit inspection is ,

I conducted. All laboratories receive this notice unless no deficiencies are found. On the second page of the report in -

section 70, there is a numerical value which evaluates the r facility. The scale is from 1 to 5, with 5 being the highest (very reliable), 3 being satisfactory.and 1 very unreliable. I'have  !

interpreted the 5 score to mean a laboratory with no deviations cited. Most of the laboratories that I have inspected have  !

received a score of 2 or 3. Your laboratories received a score of

4.  !

I The North Anna Power Station laboratory and the System Laboratory were two of the best that I have visited and this was reflected 3 in the excellent documentation maintained by the laboratories and >

by the knowledgeable and competent people that work in your labs.

Your commitment to excellence is very commendable. No response to this letter is necessary, but if I can be of any assistance in the -

future, please call me at 410-573-2600.

i sincerely yours, f h d . A.
